Kobe, is the sixth-largest city in Japan and is the capital city of Hyōgo Prefecture on the southern side of the main island of Honshū, approximately 30 km (19 mi) west of Osaka on the north shore of Osaka Bay. With a population of about 1.5 million, the city is part of the Kyoto-Osaka-Kobe metropolitan area along with Osaka and Kyoto.

Foreign mail machine cancels on Earthquake stamps are rather unusual, the stamps themselves not being in use for very long after their hurried introduction in November 1923 to supply the shortage caused by the destruction of the communications ministry's stamp stocks during the great earthquake and fire that devastated Tokyo and Yokohama that year.
