Postal Tax stamps raise money for Charitable concerns (government backed initiatives) or for Government War initiatives. They are an obligatory tax so had to be paid.
Where issued Postal Tax stamps were in force for a limited time and had to be applied to mail during that period. Failure to apply the Tax stamps to mail resulted in the item being Taxed in the normal way, payable by the receiver.

Postal Tax stamps are not Charity stamps (which raised money for Charitable organisations themselves), nor are they Semi-Postal Stamps Which paid both a postage revenue and a donation to an organisation, which was non-compulsory.
